In the U.S., JSI has worked in evaluation, training and technical assistance, policy, and strategy in all 50 states and has teams in Massachusetts, New Hampshire, Rhode Island, DC, Georgia, Colorado, and California.
Position Overview The Vice President (VP) serves as the primary engine for growth and operational excellence within JSI's U.S. domestic portfolio, focusing on the state-level health and education ecosystem. This role owns the full business lifecycle—from strategic capture and market expansion to high-quality delivery—and is responsible for the portfolio's overall financial health. The VP is responsible for achieving annual financial targets, optimizing resource utilization (billability), and expanding JSI's footprint across federal agencies such as HHS, VA and others. As a senior leader, the VP mentors high-performing teams and ensures that federal projects drive measurable public health impact while maintaining the highest standards of contractual compliance. The VP collaborates closely with JSI's Senior Leadership Team, Division heads, and Central Service leadership–particularly Business Development–to ensure organizational coordination and adherence to JSI policies. By collaborating across divisions to share technical innovations and create organizational synergies, the VP champions the "One JSI" approach. This full-time position can be located where JSI is registered in the U.S. and reports directly to the Executive Vice President, HSD.
Responsibilities
Financial & Resource Management
- Own the financial health and performance for the State, Local, & Foundation business unit, ensuring the portfolio meets or exceeds annual direct cost and growth targets.
- Direct resource allocation and staff billability models to maximize organizational efficiency and project profitability across a diverse client base.
- Lead rigorous financial reviews and forecasting processes that account for the varying fiscal cycles of state government, academic years, and private-sector funders.
Thought & Strategy
- Develop and execute a multi-year strategy to expand JSI's presence within State Health Agencies (Medicaid/DOH), educational systems, and the philanthropic sector.
- Lead high-stakes capture efforts for large-scale state and foundation opportunities, defining win themes and identifying partners to differentiate JSI; and serve as lead strategist for major proposals, ensuring a seamless bridge between technical innovation and cost-competitiveness.
- Monitor shifting state policies and public funding landscapes to proactively pivot JSI's technical offerings toward emerging health and education needs.
Results & Execution
- Oversee the successful delivery of all portfolio contracts, ensuring projects are high-impact, on time, and meet rigorous programmatic standards in collaboration with account leads.
- Ensure 100% compliance with state procurement regulations, grant requirements, and private-sector Master Service Agreements (MSAs), safeguarding JSI's reputation.
People & Influence
- Direct and develop a multidisciplinary team of senior leaders, fostering a culture of accountability, innovation, and professional growth in accordance with JSI policies and procedures.
- Act as the primary executive liaison with local and state-level directors and foundation leadership to build deep institutional trust and long-term partnerships.

- Provide high-level technical oversight to ensure JSI's state and local work remains at the forefront of public health practice and digital health innovation.
- Lead the mentorship of senior-level talent, ensuring the State and Local unit has the technical capacity and leadership depth to scale.
Qualifications
Education, experience, skills, and competencies
- Master's degree in Public Health, Public Administration, Business (MBA), or a related field required, e.g., MBA, MPH, MPP, PhD., or equivalent experience.
- 15+ years of progressive relevant experience in state-level healthcare or educational consulting, with a deep understanding of State Health Agencies (DOH/Medicaid) and/or Education systems, including expert knowledge of billability management, and resource utilization models within a professional services or consulting framework.
- 10+ years of successful executive experience directing high-growth business units, direct cost and growth target responsibility, and multidisciplinary teams, specializing in organizational development and the mentorship of senior-level, distributed and cross-functional talent.
- Demonstrated success in change management, organizational development, and driving cultural change.
- Superior communication and interpersonal skills, with a proven ability to lead teams through ambiguity and influence stakeholders at all levels.
- Advanced analytical fluency and ability to synthesize complex, multi-source data sets into high-level strategic narratives.
- The ability to navigate the technicalities of diversified funding streams (state budgets, Title funds, grants).
Language
- Fluent oral and written English communication skills.
Travel expectation
- Willingness and ability to travel domestically, as necessary (50%).
