Human Services Manager I (Administrator) - Community Resources & Svcs, Office of Consumer Protection

<div style="text-align: center;"><strong>This position is Executive Exempt and as such serves at the pleasure of the Appointing Authority.</strong></div><br>Provides strategic direction for, and overall management of, the Office of Consumer Protection. Ensures coordination of service delivery with related agencies. Recommends public policy positions regarding consumer issues to Department Director. Contributes to Department-wide strategic planning and goal implementation. Serves as Executive Secretary of the Consumer Protection Advisory Board. Ensures compliance with certain regulations in the County Code.<br><br>CLASS DESCRIPTION<br>Performs management and advanced level human services work under executive level direction. Work includes directing the activities of an office or agency providing human services in such areas as consumer protection, workforce development or community partnerships.  Work includes establishing and implementing programs and procedures; planning, preparing and monitoring budgets; supervising and training staff; and maintaining liaison with outside agencies.Include the following. Title 17, Subtitle 5 (New Home Contract of Sale); Title 17, Subtitle 6 (Towing From Private Property); Title 17, Subtitle 10 (Landlord Tenant Relations); Title 14, Subtitle 7 (Solicitors and Peddlers); and Title 13, Subtitle 12 (Lease Extensions – Conversion of Rental Housing to a Condominium Regime).</span></p><p style="margin-top: 0.0in;margin-right: 0.0in;margin-bottom: 8.0pt;margin-left: 0.0in;"><span style="color: inherit;">Serve as Executive Secretary of the Consumer Protection Advisory Board.</span></p><p style="margin-top: 0.0in;margin-right: 0.0in;margin-bottom: 8.0pt;margin-left: 0.0in;"><span style="color: inherit;">Participate in activities related to Emergency Management as requested, including work outside normal business hours.</span></p>Bachelor's Degree and 5 years of related experience.<br><br> <u><strong>PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:</strong></u><br><br>J.D. or Master's degree, and experience in community service or related work, including dealing with consumer protection or trade practices and at least one year of managerial experience.<br><br>Thorough knowledge of methods and practices of protecting consumer interests, including knowledge of County, State and Federal laws, and knowledge of the methods and techniques of investigating complaints and charges of unlawful trade practices.<br><br>Experience in outcome evaluation and measurement.<br><br>Budget experience (development and monitoring).<br><br>Strong interpersonal skills, excellent oral and written communication skills and the ability to work well with an ethnically diverse population.<br><br>Strong computer proficiency especially with Microsoft Office (Word, Excel, PowerPoint), database management and spreadsheet applications necessary.<br><br>Proficiency in virtual platforms and use of technology for human services delivery.<br><br><span style="color: rgb(0,0,0);font-style: normal;text-indent: 0.0px;"><strong><u>PHYSICAL DEMANDS AND WORK ENVIRONMENT:</u></strong></span><u> </u><br><br><span style="color: inherit;font-style: normal;text-indent: 0.0px;">While performing the duties of this job, the employee is regularly required to talk or hear.  The employee frequently is required to stand;
